He ties her up and gives her friend more than enough time to get there, but he still doesn't. So, instead of waiting, the man decides Zoe is coming with him, and to make sure she stays quiet for the ride, he gags her. The man, Zoe, worked out a deal where he would give her more time, but this involved getting her out of the girdle.
